INVESMENT ATTRACTION POLICIES



The Decision No. 07/2013/QD-UBND dated August 19th 2013 issued by People Committee on investment incentives and support in Vinh Long province with the main provisions as follows:
I.Investment incentives and support
  1. Financial support for investment preparation
     - For local investors:
To finance up to VND 500 million / project for the cost of preparing detailed planning and study feasibility (for any project completing more than 50% construction work volume), for any investment project in the sector or area subject to incentives.
To finance up to VND 250 million / project as implementing the provincial projects in fields of science and technology, high-tech, advanced technology application, (not including costs of technical infrastructure construction, equipment and technology).
     - For foreign investors:
To finance up to VND 500 million / project for the cost of preparing documents and procedures for the granted investment certificates, cost of preparing the detailed construction planning and investment project study feasibility and cost of preparing the environmental impact assessment (for any project completing more than 50% construction work volume), for any investment project in the sector or area subject to incentives.

  2. To support the site clearance, compensation for land acquisition:
- As potential investors rent the land or apply for land allocation for investment project in the geographical areas or fields subject to the stipulated investment incentives and the approved master plan, they shall get the support from the competent authorities in defining and performing the compensation and resettlement process. Investors are responsible for paying the full cost of compensation and resettlement excepting the cost of performing the compensation and resettlement process (State support 100% for investors (in case investors can not reach an agreement with the land owner).
For land rental, land rent reduction and exemption and land allocation with fee, land-use fee exemption, the investor shall comply with the current related regulations.

    A. Land acquisition by the State:
For economic development projects, land acquisition recommended by the investors and upon the written approval by the provincial People’s Committee shall be agreed upon with the land user for the transfer of land use rights, land use rights leasing, capital contribution with the land use right, then:
- After 180 days (one hundred eighty) days from the date of the written approval, where 10% (ten percent) of land users do not agree with the investors proposal, the competent authority shall make decision of land acquisition.
- The compensation, support and resettlement shall be performed in accordance with law. The People’s Committee shall make decision of land allocation or lease regarding to land acquisition.
    B. Non land acquisition by State
Where the potential investors negotiate with land users on land land acquisition (not by the State), the competent authority in its functions and tasks shall be responsible to support investors in the following works:
- To arrange the negotiation between the investors and land users as requested (if any)
- To perform the procedures of land use transfer, land use change, land lease and capital contribution by land use rights.

  3. To support the construction of transport infrastructure for investment projects outside the high-tech zones, industrial parks (including in the industrial zones):
For investment projects outside the high-tech zones, industrial parks and industrial complexes that are in line with the provincial development master plan and subject to the investment incentives, upon the consideration of the geographical areas and business scope, the Province by its budget, shall support the investors the construction of transportation infrastructure to the project site boundary with the maximum distance of 500 meters from the link point to the main transport route provided the allocated budget is less than the total amount of land use or land rent payable.

  4. To support the new technical infrastructure outside for the high-tech zones, industrial parks, industrial complexes:
To fund 100% for construction of transportation infrastructure to the boundary of high-tech zones, industrial parks and industrial complexes.
Such support shall be only granted to the projects located outside the boundary of the hightech zones, industrial parks and industrial complexes that are subject to investment incentives as stipulated and in line with the development master plan of hightech zones, industrial parks and industrial complexes approved by competent authorities from time to time.
  5. To support the proposed projects of technical infrastructure in high-tech parks, industrial parks, industrial complexes:
For infrastructure projects in high-tech zones, industrial parks and industrial complexes, based on the detailed master planning approved by the competent authorities, the Provincial People’s Committee shall exempt the land lease charges for the construction of public works such as roads, power lines, water supply and drainage system, environmental works, green parks, and land used for building houses for workers.
To fund 10% for site clearance or construction of public utilities in the high-tech zones, industrial parks and support 20% for site clearance or construction of public utilities for industrial complexes provided not exceeding 50% of the support from the central budget for the construction of public utilities from time to time.

  6. To support for projects of houses for workers:
To hand over the clean land (such land has acquired, leveled without any related disputes, complaints); to exempt the land use fees and land rent under the applicable regulations (except for land use right auction)
For any enterprise renting houses for workers, the rent fee shall be calculated at a reasonable rate (included in the production cost) as calculating corporate income tax.
To fund 100% for the construction of transportation infrastructure outside the project boundary provided not exceeding a maximum distance of 500 meters from the link point to the main transport route and not exceed the total amount of land use fee payable (if any).
  7. To support for advertising cost:
As coming into operation, the proposed projects subject to investment incentives shall be supported with 50 % cost of advertisement on Vinh Long province newspaper and Vinh Long Radio & Television Agency. Not exceed 02 advertisement/ enterprise and not exceed VND 50 million / advertisement.

  8. To support for human resources training:
- The provincial People’s Committee shall support enterprise 50% cost of training regarding to short-term courses including training course of high-level management.
    - For vocational training:
        + Subjects: included in training scope of the public and non-public training centers in the province.
        + Not exceed 200 workers / 1 enterprise / year and per worker can only get 01 training course during his employment at the enterprise.
    - The funding rate:
        + For short-term training, maximum of VND 1,000,000/ person / course.
        + For elementary vocational training, maximum of 2,000,000 / person / course under the policy of vocational training.

9. To support for Investment, Trade - Tourism promotion:

    - To make financial support for investment promotion:
        To fund 100% cost of return air ticket to enterprises performing the projects in the province as participating in the investment promotion abroad under the annual investment promotion plan approved by the provincial People’s Committee provided maximum 02 people /enterprises.


    - Financial support for Trade - Tourism promotion:
        + Any enterprise selected by the provincial People’s Committee to participate in the Trade Fair - Exhibitions abroad shall be supported 50% cost of booth rental upon the appraisal of Trade - Tourism promotion agency.
        + Enterprises (except for agents) as participating in the national fair - exhibition shall be supported with 50% the cost of booth rental and freight costs.
10. In addition, for any entity and individual inside and outside the province and abroad, including public employees and officials working in Party, State agencies, associations, the workers and employees get succeed in inviting investor, promotion advocacy and performing necessary works assisting the outside investors getting the project investment certificates, basically completing and putting the project into operation, they shall be rewarded with 0.2% of the total approved investment (costs of construction and equipment) by the provincial People’s Committee provided not exceed VND 300 million / project.

II. Sectors, areas subject to investment incentives
  1. Prioritized sectors
- Production of new materials, new energy source; high-tech products, biotechnology, information technology; mechanical engineering.
- Farming and processing of agricultural, forestry and fishery products; artificial breeding, plant varieties and animal breeds.
- Application of high-tech, modern techniques; to protect the ecological environment; to make research, development of high-end technology.
- To create a lot of jobs
- To construct infrastructure, to do manufacturing, business.
- To develop education, training, health care, traditional sports and culture.
- To develop the traditional industries.
- Other sector and services.
  2. Prioritized areas
Tra On districts, Tam Binh districts, Binh Tan district, Mang Thit district and Vung Liem district, Vinh Long province.
