1. Vinh Long city

Vinh Long city located at latitude of 10015’18” and longitude of 105058’31” is the potilical, economic, social, and cultural center of Vinh Long province. The city’s northern sides meets with Tien river and 4 island communes of Long Ho district including An Binh, Binh Hoa Phuoc, Dong Phu, and Hoa Ninh; the eastern side meets with Thanh Duc commune of Long Ho district; the southern side meets with Long Phuoc, Phuoc Hau, and Tan Hanh communes of Long Ho district; and the western side meets with Chau Thanh district of Dong Thap province.
The whole natural area of the city is 48.08 ha, therein agricultural land is only about 23.76 ha; the city’s population is 140,872 citizens with 73,103 female citizens (2013); and the population density is 2,934 people/km2.
The city is consisted of 7 wards (1, 2, 3, 4, 5, 8, 9) and 4 communes Truong An, Tan Ngai, Tan Hoa, and Tan Hoi; yet these 4 communes are going to become wards in the future (in preparation of the procedures).

Vinh Long city is located at the intersection of Tien and Co Chien rivers, and also on the transport bridge between the two most developed poles in the South. According to urban development planning to 2020, Vinh Long city along with Can Tho, Logn Xuyen, and Cao Lanh will be 4 urban centers of Mekong delta. Beside the 1A national road – the area’s essential transport line – Vinh Long city is also the beginning of 80, 53, and 57 national roads which connect many provinces in the area and the 902 provincial line which connects the southern districts of Vinh Long province. All these roads create a good and convenient condition for Vinh Long city to exchange, carry out trade activities, and connect the city with other provinces and urbans in the whole South area and in the whole country.

With the advantages of geographic location, transport, and human resource, Vinh Long city has many potentials to develop into a modern and wealthy city, and into a pro-active center with many attractive points and pervasive capacity in the South in order to actively integrate domestically and internationally.

2. Long Ho District

Long Ho district is located in the north of Vinh Long with northern latitude of 10007’05” and eastern longitude from 105019’18” to 106002’25”; the northern side meets with Tien Giang province via My Tho river (Tien river); the eastern side meets Ben Tre province (Cho Lach district); the eastern and southern east side meets with Mang Thit district; the southern side meets Tam Binh district; the west meets with Vinh Long city; and the western south side meets with Dong Thap province (Chau Thanh district).
The district’s total natural area is 193.17 ha; therein agricultural land takes up 137.12 ha; population of 163,096 citizens with 83,138 female citizens (2013); the population density is 844 people/km2. Long Ho is the place which witnessed the establishment of Vietnam Communist Party in Vinh Long province, the district is also the hometown of late Chairman of Vietnam’s Union Council – Mr. Pham Hung, and his memorial mausoleum is also located in Long Ho district.
The districts consists of one town which is Long Ho town and 14 communese including Long An, Phu Duc, An Binh, Binh Hoa Phuoc, Hoa Ninh, Dong Phu, Tan Hanh, Thanh Duc, Phuoc Hau, Loc Hoa, Hoa Phu, Long Phuoc, Phu Quoi, and Thanh Quoi.

With the above location and a synchnorous transport network including 1A National Road (9.39 km). national road No.53 (10.4 km), national road No.57 (2.8 km), provincial road No.909 (6.4 km), with many district –based, commune-based, and hamlet-based roads which are steadily distributed in the district’s area. The transport system on water is consisted of two lines on Co Chien and Long Ho rivers, and another system of variety of small and medium channels distributed throughout the district. All these advantages contribute to a convenient transport system on roads and on water for district’s citizens with citizens from other districts and surrounding areas. The network of channels is closely connected with the big river (Co Chien) which is very convenient for comprehensive agricultural development.


This advantage of location enable the district to carry out various economic and cultural exchange activities, and also to contribute to the strong process of urbanization and modernization. Long Ho – with its available natural prioprities – has a developed agriculture with the manufacture throughout the year, rural conditions are quite well-off, high population density, and a traditional rural economy. Specifically, there are specialities of fruits in 4 island communes with high potential in exploiting the type of combined ecological tourism and development of rural economy. Besides, the districts is also the location of the Hoa Phu industrial zone which has laid a helping hand in the district’s economic structural transition in the trend of increasing industrial and service proportions as well as decreasing the percentage of agriculture.

3. Mang Thit District

Mang Thit district is located at the eastern north of Vinh Long province and along the side of Co Chien river with the length of 30 km through the district. Mang Thit’s center is 22km farther from Vinh Long city on the line of provincial road 903 and national road No.53 to the Western North direction. The district’s North latitude is from 10o6'10" to 10o14'40 and East longitude of from 106o01’02” to 106o11’00”. The northern and eastern sides meet with Ben Tre province (Co Chien river), the southern side meets Tam Binh and Vung Liem districts; and the western side meets Long Ho district.
The district’s total natural area is 159.85 ha; therein agricultural land takes up 113.02 ha; population of 100,285 citizens with 50,362 female citizens (2013); the population density is 627 people/km2.

The districts consists of one town which is Cai Nhum town and 12 administrative units of communes including An Phuoc, Chanh An, Chanh Hoi, Nhon Phu, My Phuoc, My An, Hoa Tinh, Long My, Binh Phuoc, Tan Long, Tan Long Hoi, and Tan An Hoi.

Mang Thit has a convenient transport system on the roads and on water; on the road we have national road No.53 (8.2km), provincial roads 902, 903, 907, 909 (50.58km) with many district-based roads (55.7km) and over 70 km of rural roads; for transport on water, the district has 2 main lines on Co Chien and Mang Thit rivers; besides, there is also over 740km of small and medium rivers. All of those create a network of transport on roads and water which is distributed throughout the district and convenient for citizens’ travelling internally and externally with other districts and surrounding areas. This can be considered as a great advantage of comprehensive agricultural development.

The district is covered by two big rivers Co Chien (a branh of Tien river), Mang Thit river and national road No.53. This location creates good conditions in goods exchanging with other districts and other provinces in Mekong delta. Mang Thit has the focused economy on agriculture (planting rice, fruit, breeding, and raising fresh-water marine products). Agricultural manufacture, small industries of Mang Thit have developed strongly with specific products of tiles and ceramics from the great source of clay. Especially, Mang Thit’s virtu ceramic products have their own characteristic colors, various patterns from simple to complex style which attract a great number of consumers in the whole country.
4. Binh Tan District

Binh Tan district is located at the west of Vinh Long province with the North latitude of 10o10'54" and eastern longitude of 105o43’59”.The northern and western north sides meet with Dong Thap province, the southern and western south sides meet Hau river (Can Tho city); the eastern south side meets with Binh Minh district; and the eastern side meets with Tam Binh district.
The district’s total natural area is 158.07 ha; therein agricultural land takes up 127 ha; population of 94,359 citizens with 47.410 female citizens (2013); the population density is 598 people/km2.

Binh Tan district was established on the base of natural area and citizens of 11 communes which previously belonged to Binh Minh district including My Thuan, Nguyen Van Thanh, Thanh Loi, Thanh Dong, Thanh Trung, Tan Quoi, Tan Binh, Tan Thanh, Tan Hung, Tan Luoc, and Tan An Thanh. The district’s center is located in Tan Quoi commune and is being planned to be built into Tan Quoi town.

There is a part of Hau river going through Binh Tan district with the length of 15km. National road No.54 goes through with 15.44km which connects with provincial road 908 – the key transport line to travel internally and externally (linked with Dong Tha province). Binh Tan is an agricultural district with many farm products with high productivity, especially Japanese purple sweet potato. In the future, the western south area of national road No.54 which borders Hau river; will strongly develop trade services, ecological tourism along side of rivers, industry and small industry. The district will also simultaneously greatly develop manufactures and services relating to the Project of heavyweight ships’ chain from South East China sea to Hau river.

5. Binh Minh Town

Binh Minh town is a combined center and considered as a front door of the southern side of Vinh Long province. This is the port-industrial and ecological urban of the province. Binh Minh town’s geographical features include North latitude of 10o04'96" and Eastern longitude of 105o49’9”; the northern side meets with Binh Tan district; the eastern side meets Tam Binh district; the south borders Tra On district; and the western side borders Hau river and Can Tho city – a Type 1 urban under the central government – and also the center of Mekong delta.
The town’s total natural area is 93.63 ha; therein agricultural land takes up 70.15 ha; population of 88.793 citizens with 44.772 female citizens (2013); the population density is 950 people/km2.
There are 8 administrative units in Binh Minh town including the wards Cai Von, Thanh Phuoc, Dong Thuan and communes Thuan An, My Hoa, Dong Binh, Dong Thanh, and Dong Thanh.

Binh Minh industrial zone

Binh Minh town is cut through by national roads 1A and 54 and its distances to Can Tho, Vinh Long, HCMC cities, and Can Tho international airport are 3km, 30km, 165km, and 20km respectively. Binh Minh is a satellite urban of Can Tho city with convenient water, road, port system, and aviation transport locations. These locations create good conditions in exchange and cooperation in the development so far and in the coming years.

Binh Minh still remains a town with high agricultural protion with the strong points of fruit and specializing food coloring substances; for example a special grapefruit planting zone called “Nam Roi” and it is well-known in all over the country. In the future, Binh Minh urban will include Ports, concentrated industrial zones and civil services in order to uphold the potentials and promote the growth of Vinh Long province’s Southern pole.
6. Tra On District

Tra On district is located in the Western South of Vinh Long province, and its geographical location is at North latitude from 9052’40” to 10005’30” and Eastern longitude of from 105050’30” to 106006’00’’. The districts’ borders on the Northern and Western North meet Tam Binh district, the Western and Western South side near Binh Minh district and Can Tho city; the Southern and Eastern South meet with Cau Ke district of Tra Vinh province; and the Eastern and Eastern North side border with Vung Liem district.
The town’s total natural area is 267.27 ha; therein agricultural land takes up 217.21 ha; population of 136.167 citizens with 68.808 female citizens (2013); the population density is 509 people/km2.

There is one town in the district which is Tra On town; besides, there are 13 administrative units of communes including Xuan Hiep, Hoa Binh, Nhon Binh, Thoi Hoa, Huu Thanh, Thuan Thoi, Tra Con, Vinh Xuan, Tan My, Thien My, Tich Thien, Luc Si Thanh, Phu Thanh.
Tra On’s distance to Can Tho city is 20km, and to Vinh Long approximately 50km calculated by road. The national road No.54’s part which goes through Tra On district is 17lm long. The network of provincial, district-based, and rural transport is invested sufficiently in order to create good conditions for social-economic exchange and development with internal and external economic centers, especially with Can Tho city. Besides, Tra On also borders with Hau and Mang Thit rivers, this is considered an advantage in trade exchange activities on water transport throughout the country.

Nowadays, Tra On still remains an agricultural district with a variety of typical products of Mekong delta such as rice, food colorings, fruit, cattle,, and poultry, etc. However, with the convenient location and natural conditions, in the future, Tra On will exploit the potentials of natural resources, and to comprehensively develop manufacture sectors and service sector, and to rapidly increase the volume of goods and products in order to gain high speed in economic growth and carry out economic structural transition effectively and sustainably.
7. Vung Liem District

Vung Liem is located in the Eastern South of Vinh Long province with the Eastern longtitude of 10°3'24" and the Northern longitude of 106°10'10". Vung Liem’s northern side meets with Mang Thit and also is the border of Mang Thit and Tam Binh districts; the southern side meets with Cang Long district of Tra Vinh province; the Western side borders with Tra On district; and the Eastern side meets with Co Chien river which is Vinh Long’s border with Ben Tre province.
The town’s total natural area is 309.57 ha; therein agricultural land takes up 246.15 ha; population of 161.092 citizens with 81.850 female citizens (2013); the population density is 520 people/km2. Vung Liem was the first place of Vinh Long province which witnessed the “Southern Revolution” movement, and this district is also the native town of the late Prime Minister Vo Van Kiet – with a current memorial mausoleum of Mr. Kiet.

The district consists of one town Vung Liem town and 19 communes Tan Quoi Trung, Quoi An, Trung Chanh, Trung Hiep, Thanh Binh, Trung Thanh Tay, Tan An Luong, Hieu Phung, Trung Thanh Dong, Trung Hieu, Trung Thanh, Trung Ngai, Trung Nghia, Hieu Thuan, Hieu Nhon, Trung An, Hieu Thanh, and Hieu Nghia. The district is currently in concentration to upgrade Vung Liem town into a Type-4 urban and higher level of town in the future. Quoi An and Tan An Luong communes are also receiving investment to be upgraded into Type-5 urbans.

There are a great number of rivers and channels in Vung Liem district; therefore, transport on water is very convenient. Additionally, the district also encompasses a road system consisting of national road No.53 which runs from Vinh Long city to Tra Vinh province, and cuts through Vung Liem, etc. Vung Liem is also given a variety of natural priorities with well-off land, great landscape of rivers, and 2 island communes Thanh Binh and Quoi Thien which are highly suitable to develop eco-tourism.

Vung Liem’s main industry is agriculture (planting rice, fruit, Cyperaceae, breeding, and raising marine products). Industrial manufacture and small industries have not developed much yet in the future with investment to upgrade the town into a Type-4 urban and completion of road transport system and many economic and social infrastructures constructions – all of these will contribute to the development of industry and service in the future.
8. Tam Binh District

Tam Binh district is located in the Southern direction of Vinh Long province, and its geographical location is in northern latitude of 10003’58” and eastern longitude of 105058’3”. Tam Binh’s northern border is linked with Long Ho district, the eastern side meets with Mang Thit and Vung Liem districts; the western side is close to Binh Tan, the southern side meets with Tra On district; and the western south borders Hau river; a part of northern side meets Sa Dec city of Dong Thap province.
On the administrative issue, the district consists of Tam Binh town and 16 communes Binh Ninh, Loan My, Ngai Tu, Song Phu, Phu Thinh, Tan Loc, Long Phu, My Thanh Trung, Tuong Loc, Hoa Thanh, Hoa Hiep, My Loc, Phu Loc, Hau Loc, and Tan Phu.
The town’s total natural area is 290.6 ha; therein agricultural land takes up 244.96 ha; population of 155.476 citizens with 78.287 female citizens (2013); the population density is 535 people/km2. Tam Binh is the native town of the late Professor – Academic – Hero of Labour Hero – Major General Tran Dai Nghia, and Mr. Nghia’s memorial mausoleum is also currently located in Tam Binh.

Tam Binh’s economic advantage is agricultural manufacture with the main products including rice and fruit; therein, Tam Binh’s king orange which is already registered its exclusive brand, is famous for its sweetness throughout the country. Additionally, the district also has potentials in industrial development especially agricultural products processing, small industries with several traditional craft villages such as sewing hyasinth carpets, stringing sequins, making paper girdle-cake, making flowers from wire, peeling cashews, making leather bags and nylon bags, etc.

Tam Binh comprises a developed agriculture and populous rural area with a great number of citizens. Though the district’s industry has not developed, in the future, with the investment into industial zones along national roads which run through the district

Additionally, the development of craft villages and the completion of many social and economic infrastructure constructions will create good conditions for Tam Binh to develop in the industrial and service direction in order to carry out economic structural transition. All of these will contribute to the district’s process of increase industrial proportion and decrease the percentage of agriculture.
